There is no authorizing legislation for this. They simply wanted to bring in as many foreigners as possible, as fast as possible.
The Border Patrol being illegally directed in this way only further exasperated their manufactured border crisis. The BP wasn't patrolling the border while they were focused on this illegal "parole" policy.
