Let's just do a quick thought experiment. Let's say you go back in time and you have the ability to be the leader of an entire city of people that don't know what to do. How do you incentivize them to build more things and create more stuff to make the city better?
Looking at history simply, you can crack the whip and give them their amounts of food water and shelter, or you can create money and tell them if they work they can get money and use it to buy food water and shelter.
